Licensing Act 2003 – Review of the Statement of Licensing Policy

The consultation period has ended. The results will be available soon.

As a licensing authority, we are responsible for licensing premises in Gwynedd which sell alcohol, provide regulated entertainment, and selling hot food and /or alcohol-free hot beverages after 23:00.

Some sort of licence is required by premises such as pubs, clubs, restaurants, hotels, supermarkets, as well as takeaways open late at night.

We are required to produce a Statement of Licensing Policy which outlines how we deal with licensing in Gwynedd.

This policy provides clear guidance on the Legal requirements and the expectations of the Council, for local licence holders, applicants, and  local residents.

There are four licensing objectives under the Licensing Act 2003, and they are:

  1. Prevention of crime and disorder.
  2. Public safety
  3. Prevention of Public nuisance
  4. Protecting children from harm.

We may consider matters which relate to one or more of the licensing objectives listed only when drafting our Statement of Licensing Policy.

We are eager to hear from Local businesses, Local residents, and responsible authorities regarding the draft version of the Statement of Licensing Policy 2023-2028.

The consultation will take place between the 4th of December 2023 and the 15th of January 2024. All comments must include your contact details, as anonymous comments cannot be considered.
