The role of the Standards Committee is to promote, sustain and safeguard the behaviour of members within the Council and the probity of all the Council’s proceedings. The Standards Committee includes eight members. Four of the members are independent members; three are councillors, and one a member of a community council.
The attachments below relate to the work of the Commitee, which will be of use to members of Gwynedd Council and to members and clerks of community and town councils. Here is a brief summary of the documents:
- The Code of Conduct for Members - This is the relevant Code of Conduct for members of Gwynedd Council and members of the community and town councils. An allegation of a breach of the Code must, in the first instance, be made to the Ombudsman but it could then be referred to the Standards Committee.
- Registration of Personal Interest - This is the form used by members of Gwynedd Council to register an interest that they have disclosed in a meeting. Community/town councils may adapt it for their own use.
- Application for Dispensation - Any member can ask the Standards Committee for a dispensation to allow him/her to speak and vote on a particular matter even though he/she has an interest in that matter. It is up to the Committee to decide whether or not a dispensation should be granted. This form should be returned to the Monitoring Officer.
- The Seven Principles of Public Life - These are the principles that form the basis of the Code of Conduct and the whole standards regime.
